Electric Vehicle Charging Analytics and Reporting Tool (EV-ChART)

To facilitate the standardization and collection of the data submittals required under 23 CFR 680.112, the Joint Office has established the Electric Vehicle Charging Analytics and Reporting Tool (EV-ChART), a web-based data portal and analytics platform. If you are responsible for submitting data and need an EV-ChART account, please contact the Joint Office. Access to EV-ChART is currently limited to Direct Federal Funding Recipients and their authorized Subrecipients or Contractors.

The objectives of EV-ChART are to:

  • Streamline and standardize the data submission.
  • Integrate a set of reporting and analytic capabilities.
  • Empower data sharing across stakeholders.

EV-ChART launched in February 2024.

What data needs to be submitted?

  • 23 CFR 680.112 broken into 9 modules (One-time/Annual/Quarterly)
Where does data need to be submitted?
  • EV-ChART – Manual user interface web application (coming February 2024)
  • System-to-system submittal method (planned for summer 2024)
When is it due?
  • Quarterly – Each calendar quarter, data needs to be submitted the last day of the next month.
  • Annual – March 1
  • One-time – March 1
Who is responsible for the data?
  • The direct recipients or their delegated sub-recipients

Data Format and Preparation Guidance

Reporting standards for data submissions to EV-ChART are outlined in the EV-ChART Data Format and Preparation Guidance and the format for the data is provided in the accompanying EV-ChART Data Input Template. The required data are organized into nine modules, which are represented as different tabs in the EV-ChART Data Input Template.

Data Submission

The Joint Office EV-ChART team developed a data submission guidance in the form of a user guide, “How to Use EV-ChART.” The guide contains:

  • An overview of the EV-ChART platform.
  • Registration and login steps.
  • Designation process for subrecipients to submit data on behalf of direct recipients.
  • Registration process for stations and ports.
  • Data submission and approval information.

EV-ChART Pilot Group Participation

The Joint Office has a pilot group of EV-ChART users to help refine the functionality and user experience of the tool. Members of the pilot group are restricted to Direct Federal Funding Recipient and their designated Subrecipients or Contractors.
